Procedure for Obtaining a Permit to Drill Oil and Gas Wells, Service Wells,
and Disposal Wells (revised 11-30-07)

The 2007 Legislature passed HB 3188 changing the fees for oil and gas well permits. Other changes were also made, including definitions and reclamation requirements.

Permit to Drill an Oil or Gas Well

To obtain a permit to drill an oil or gas well, the following items must be submitted to the Department of Geology's Mineral Land Regulation & Reclamation office:

1. A completed application form. [Word doc | PDF]
2. The $2,000 application fee.
3. A drilling bond (amount based on depth of well). [Word doc]
4. Evidence of mineral rights ownership or lease.
5. New operators: an organization report giving information on the individual, the partnership, or the corporation.
6. A plan of operation to include information on logging, coring, testing, directional surveys, directional drilling, and any other planned procedures.
7. A plat of the drilling pad showing the slope of natural contours and the location of the mud sump with respect to cut/fill. Dimensions of these items is to be indicated on the plat.

Permit to Drill a Geothermal Well

To obtain a permit to drill a geothermal well, the following items must be submitted to the Department of Geology's Mineral Land Regulation & Reclamation office:

1. A completed application form. [Word doc]
2. The $250 application fee.
3. A $25,000 drilling bond. [Word doc]
4. Evidence of mineral rights ownership or lease.

Permit to Drill a Geothermal Prospect Well

To obtain a permit to drill a geothermal prospect well, the following items must be submitted to the Department of Geology's Mineral Land Regulation & Reclamation office:

1. A completed application form. [Word doc]
2. The $250 application fee.
3. A $10,000 bond or security, per hole.
4. Evidence of mineral rights ownership or lease.
